International cooperation as the basis for the development of biomethane projects in Ukraine: the experience of Pro-Energy

In the context of full-scale war, Ukraine’s energy security increasingly depends on decentralised solutions that can operate autonomously and meet European standards. Biomethane is transitioning from a niche technology to a practical tool for economic transformation. International cooperation between Ukrainian businesses, European technologies, and financial institutions plays a key role in this process.

It was in this context that Pro-Energy took part in the international trade mission of the Kingdom of the Netherlands to Ukraine, led by the Dutch Minister. The mission brought together representatives of governments, technology companies, and Ukrainian businesses to discuss practical solutions for the country’s recovery and the development of decentralised energy.

Pro-Energy participated as the official agent for Dutch technologies in Ukraine. The company is the exclusive representative of HoSt Biogas and Bright Renewables, technological leaders in the field of biogas and biomethane. During the mission, HoSt’s biogas division was represented by Pro-Energy with the participation of Ruslan Delidon.

An international event as part of a long-term process

The trade mission brought together companies from the energy and engineering sectors and was attended by representatives of the Ukrainian and Dutch governments. It focused on practical solutions for critical infrastructure, decentralised energy production, and involving private business in Ukraine’s recovery today.

Even under the most difficult circumstances, the mission highlighted Ukraine’s resilience and entrepreneurial potential. Its practical outcome was the signing of a contract for the implementation of a biogas project with Oleksiy Mushak, CEO of ReAgro.

For ReAgro, this is the first strategic step towards sustainable energy and business diversification. For the market, it is confirmation that the agricultural sector is moving from declarations to real investments in bioenergy.

Within the framework of the agreements, the next stage of the project has begun — the development of engineering solutions necessary for further design and construction of the facility. Further cooperation between HoSt and ReAgro is already planned for the near future.

For Pro-Energy, participation in the mission was a logical step in its systematic work in the bioenergy sector, which has been ongoing for several years and is based on continuous cooperation with European partners and financial institutions.

Pro-Energy’s systemic role in biomethane projects

Pro-Energy works with biogas and biomethane projects as a full-cycle developer and integrator, bringing together Ukrainian customers, international financial institutions, and cutting-edge European technologies. All biogas and biomethane projects currently being developed by Pro-Energy are based on technological solutions and equipment from Dutch companies HoSt Biogas and Bright Renewables, for which the company is the exclusive representative in Ukraine.

This approach covers all stages of implementation — from concept development and engineering solutions to design, construction, commissioning, and ongoing support. It is this model that has made it possible in recent years to form a portfolio of implemented and prepared biomethane projects that are either operational or at various stages of implementation.

Real business results as the basis for trust

As part of the international trade mission, agreements were signed concerning the next stage of biomethane project implementation — the development of engineering solutions necessary for the further design and construction of new facilities. These agreements are a continuation of existing projects being implemented with the participation of international financial institutions.

At the same time, signing agreements within the framework of the mission is only part of a broader process. Recently, Pro-Energy has been working on several projects to build biomethane plants from scratch, with a number of other facilities in the final stages of preparation. This indicates a transition in Ukraine from isolated biomethane solutions to a systematic market.

International cooperation as a factor in scaling up

Biomethane projects require high technological reliability, predictable economics, and compliance with international standards. That is why cooperation with European partners is a key condition for their scaling up.

Pro-Energy’s operating model is based on long-term partnerships, transparent contractual relationships, and project support throughout the entire life cycle. This creates a basis for attracting investment, reducing risks, and integrating Ukrainian bioenergy projects into the European energy space.

Signal for the market and next steps

The implementation and development of biomethane projects within the framework of international cooperation, as well as their public presentation during a trade mission involving high-ranking officials from both countries, is an important signal for the market. It demonstrates that biomethane in Ukraine is gradually becoming an integral part of the energy system and an attractive area for investment.

For agricultural companies, this means the ability to process raw materials efficiently and reduce energy dependence; for investors, it means access to projects with a transparent structure and international support; and for the country, it means another step towards energy independence and integration into the European energy architecture.
