Pro-Energy at the signing of the Mandate Letter in Berlin: an important event for the Ukrainian energy sector

On 5 November 2025, an event took place in Berlin that could determine the future development of the Ukrainian biomethane market. As part of Ukraine Reimagined: Investing in Renewables and Storage, which took place during the 16th European-Ukrainian Energy Day, the EBRD, ReAgro, and the Globino Group signed a Mandate Letter — a document that launches the process of assessing and preparing for potential project financing for two biomethane plants in the Poltava region.

For our Pro-Energy team, working on these projects as the general contractor, it was an important opportunity to see the direction in which the industry is moving and how Ukraine’s new energy landscape is taking shape.

A mandate that opens doors to new opportunities

The signed document means that the EBRD is beginning a detailed study of the projects: financial modelling, technical analysis, environmental and social assessment, and preparation of the financial structure. This is a long and demanding process, but it is precisely what distinguishes projects that can be scaled up from those that remain at the conceptual stage.

This is an important signal for the Ukrainian market: biomethane projects are capable of meeting international standards and attracting the interest of large institutional investors.

“Signing the mandate letter is an important step not only for specific plants, but also for the entire Ukrainian biomethane industry. It demonstrates that the market is ready for systematic development.”

Two plants that are changing the scale of the market

The focus is on two projects on which we are working as the general contractor.

Globyno biomethane plant

  • Processing: ~200 thousand tonnes of waste per year
  • Production: 4–5 million m³ of biomethane (≈45–50 GWh)
  • Investment: €15 million
  • Start of construction: Second half of 2026

Novoselivka biomethane plant

  • Processing: over 400,000 tonnes of waste per year
  • Production: up to 6 million m³ (≈60 GWh)
  • Investment: €23 million
  • Start of construction: Second half of 2027

The projects have already received support from the Innovate Ukraine Programme. Both plants will work with large amounts of agricultural raw materials, converting waste into biomethane, electricity, and organic fertilisers.

Once they are launched, annual production will reach up to 10 million m³ of biomethane — equivalent to the consumption of approximately 25,000 households.

ReAgro’s plans envisage that from 2028 onwards, at least one biomethane plant will be launched each year, adding around 50 GWh of production.

For us at Pro-Energy, this means new technical challenges and the opportunity to work on projects that will shape infrastructure for decades to come.

Oleksii Mushak, founder of ReAgro, notes:

“I am glad that these projects were developed in close cooperation with the Pro-Energy team. This allowed us not only to prepare projects in accordance with international standards, but also to demonstrate that Ukraine has the expertise to create biomethane plants capable of integrating into the European market.”

What does this mean for the country?

The development of biomethane is:

  • creating our own resource that can replace fossil gas;
  • conversion of agricultural waste into energy;
  • new jobs in the regions;
  • integration into the European renewable gas market.

The event in Berlin showed that interest in Ukrainian green projects is growing. This is an opportunity for the country to develop a sector that simultaneously supports energy security, environmental priorities, and the regional economy.
