ReBuild result: Pro-Energy signs agreement to design sustainable power facilities

On 13–14 November, Warsaw hosted ReBuild Ukraine 2025, a key platform where the government, international financial institutions and businesses agreed on instruments for rebuilding the energy sector. 

For Pro-Energy, participation became an example of “event-action”: we signed a tripartite agreement that opens up joint development of new decentralised generating capacities right now.

Why is this important?

Ukraine needs sustainable, quick-to-implement solutions that guarantee the safety of communities and businesses during wartime and lay the foundation for post-war modernisation. Decentralisation and local generation are not a trend, but a reality that Pro-Energy works with every day.

What happened at ReBuild Ukraine 2025

ReBuild Ukraine 2025 demonstrated a high level of interest among international partners in rebuilding Ukraine’s energy sector and their readiness to collaborate on new projects.

What was at the exhibition: 

Financing sustainability. Grant support for gas imports worth €127 million has been announced; the Ministry of Energy has held talks with the DFC, the World Bank, the EBRD and KfW on new investment mechanisms.

Integration with the EU. The European Commission has confirmed the priority of modernising the regulatory framework and integrating Ukraine into the European energy markets.

Focus on technology. Discussions centred on the development of nuclear, renewable energy sources and additional manoeuvring capacities, with biomethane and hydrogen as key elements of the new model.

Project portfolio. An investment atlas with 150+ projects with a total requirement of over $1.6 billion is presented.

The role of Pro-Energy in this event

We became part of key processes at the Swedish national pavilion, where a trilateral agreement was signed with our participation. The document marks the start of engineering preparation for new power generation projects — from technical concept to commissioning — in partnership with international institutions and the private sector.

Next steps

For Pro-Energy, signing this tripartite agreement confirms our ability to implement complex energy projects that meet the requirements of European governmental and non-governmental institutions. Recognition of our expertise paves the way for the practical implementation of new generating capacities — precisely those that Ukraine currently needs to strengthen its energy independence and improve the stability of its energy system.
